The Third Street Saints are a street gang - but considering the firepower that they displayed in the invasion of the city of Pendergast and their defence of it, expecting them to be any more than a street gang would be folly. The Saints are, at worst, a media empire and at best a literal empire - surprising considering their formation.
Julius Little formed the Third Street Saints inside a church on 3rd Street in the neigborhood of Saints Row, inside the city of Stilwater. They were formed as an anti-gang gang, created to bring down the Vice Kings, themselves a former anti-gang gang intended to remove the Los Carnales, a gang with deep connections to the Columbian drug cartels, and the Westside Rollerz, a cadre of tractor-trailer pirates and racers. The Saints, with the help of a plucky and important individual referred to at the time as a Playa, destroyed all three gangs before Julius was arrested. A corrupt cop, Police Chief Monroe, was responsible for the arrest, and had the Saints assassinate a political opponent, and wanted them to do more.
Monroe was promptly assassinated himself, and Julius freed.
However, Julius never intended for the Saints to stay past then, and had the gang dismantled - the most extreme case being blowing up the Playa in a yacht rigged with explosives. The Playa survived.
Stilwater, however, was not going to escape - three new gangs had shown up; the Stilwater Brotherhood - extremely violent and formed of Stilwater residents alienated by gang violence, the Ronin, a Yakuza faction who control prostitution and gambling, and enjoy motorcycles, and the Sons of Samedi, a drug cartel with their own drug - Loa Dust. In addition, they had to face down the Ultor Corporation, which owned the city and had its own corporate paramilitary force. The Saints, through sheer tenacity and the leadership of a freshly awake and healed Playa - who now went by his current name of "The Boss" or just "Boss" - dismantled all three gangs and merged with the Ultor Corporation, becoming the Saints-Ultor Media Group. The Boss later killed Julius Little.
After a botched robbery in Stilwater ended up with the Saints kidnapped, they moved to a new city - Steelport, their current base of operations. Inside Steelport was an international crime agency - the Syndicate, which attempted to forcibly take over the Saints/Ultor operation. After Johnathan Gat was killed, the higher-ups in the group decided to take down the sub-gangs that made up the Syndicate - the Deckers, an electronic gang who controlled racketeering, the Luchadores, the muscle of the Syndicate, and the owners of gambling, and the Morningstar, who dealt in prostitution and illegal trade.
Complicating the combat was a fourth group - the government-authorized Special Tactical Anti-Gang Initiative, or STAG, carrying advanced directed-energy weapons, intended to destroy all gang activity in Steelport as the first step of purging gang violence from the United States of America. Despite facing down horrible, horrible odds, the Saints once again prevailed, routing STAG from the city via PR victory, and dismantling the Syndicate.
As their current kill-tally includes nine gangs (seven if the Syndicate sub-gangs are counted as one), a paramilitary organization beyond what even we are currently capable of, and a corporation they later merged with and controlled, the Third Street Saints have incredible amounts of firepower at their disposal. Although they mostly seem to be contained to Pendergast at the moment, they are a force to be reckoned with, and any sightings of Saints in any other cities are to be dealt with by commando teams.
